The Andean Trade Preference Act was to encourage the Andean countries of Bolivia, Colombia, Ecuador, and Peru to reduce drug-crop cultivation and trafficking by authorizing the U.S. President to grant tariff preferences to qualify Andean products to foster trade and to help these countries develop and strengthen legitimate industries. The program offered duty-free treatment through July 31, 2013, to certain imports, provided that the countries meet the criteria.
The Andean Trade Preference Act was expanded under the Trade Act of 2002 and called the Andean Trade Promotion and Drug Eradication Act (ATPDEA. It provided duty-free access to U.S. markets for approximately 5,600 products.
